Community-Based Project / 02

Operation Light of God

Darlington County, South Carolina

Project context

Darlington County continues to experience high levels of crime, and the high-crime areas identified for this project are poorly lit after dark. Operation Light of God aims to add lighting in those areas.

Independent project notice: This project is organized by Smarter Policing. It does not represent a public agency, utility, funder, property owner, or neighborhood organization unless that organization confirms its participation in writing.

Project scope and current conditions

Project scope

Initial Areas Under Review

The project is initially reviewing the Mill Hill, Little Haiti, Alphabet Hill, Turnpike Road, McIver Road, and Mont Clare areas. A location becomes a priority site only after the project documents the lighting concern, responsible property or right-of-way, infrastructure owner, resident input, feasibility, required permissions, estimated cost, and maintenance responsibility. Depending on those findings, a proposal may involve new, repaired, repositioned, or upgraded lighting. Lighting will be evaluated as a possible public-safety improvement—not presented as a guaranteed reduction in crime.

One project plan.

Proposed Approach

Each possible site follows the same four-stage review. A site advances only when the required information is documented; the stages are not arbitrary percentages.

01

Confirm Locations

Document the general area, lighting concern, current fixture or lack of fixture, community input, available photographs, and ownership or right-of-way questions.

02

Check Feasibility

Determine the responsible entity, property control, electrical infrastructure, possible improvement, required permissions, maintenance responsibility, and estimated cost.

03

Build Support and Funding

Identify relevant contacts, property owners where necessary, grant or material opportunities, installation support, and long-term maintenance commitments.

04

Install and Review

Where approved and funded, document the work, compare conditions, confirm maintenance responsibility, record barriers, and monitor whether more work is needed.

Funding and resources

Evaluate opportunities without implying an award or partnership.

A funding record identifies research still to be completed. It does not establish eligibility, application, selection, funding, or organizational participation.

Duke Energy grant opportunity

Research status: Possible opportunity; exact program, eligibility, deadline, application requirements, and participation are not confirmed. Intended use: Evaluate support for assessment, equipment, installation, or related project costs. Next step: Identify the current official program and confirm eligibility directly with the program administrator before an application status is published.

Site progress

Track each initial area separately.

Every row begins as an area under review—not a confirmed site. Blank facts remain visibly unknown until a project record supports them.
